Development measures

The agreement-in-principle provides for measures to promote the active participation of the Innu in the development of natural resources on the territory. Commercial fishing licences, logging contracts or leases for the development of small hydroelectric power plants or outfitting establishments would be awarded to them under the same financial and administrative conditions as granted to other holders.

A business capitalization fund, based on the model of other development funds, would also be created. The three governments would be associated with this effort. Finally, various measures, notably in the training field, would promote the employability of the Innu.

These means of action would allow the Innu to catch up socially and economically. They would also be able to take an active part in regional economic development. Officials will make sure that plans and calendars for the application of the various measures, which still need to be negotiated, are integrated harmoniously in the regions in question, taking into account the degree of economic development of each community.

The Innu would thus be able to improve their economic situation while meeting their needs on their own.
