Regional Consultation
A new mechanism for the participation of the regions
During the negotiations with the Innu of the Mamuitun Tribal Council and Nutashkuan, the Government of Québec wants to make sure that the population of the administrative regions concerned, namely Saguenay–Lac-Saint-Jean and the Côte-Nord, is informed and consulted. The government intends to defend the interests of this population at the negotiating table.
A structured and effective representation
Within the context of the comprehensive territorial negotiations with the Innu communities, a vast information and participation process was set up to ensure the representation of the regions. Mr. Anthony Detroio was appointed, on February 13, 2007, to the position of representative of the regions. Since February 19, 2004, Mr. Pierre Rousseau has served as regional delegate for the North Shore. For his part, Mr. Germain Simard, regional delegate of Saguenay-Lac-Saint-Jean, has assumed this role since March 4, 2004, with his coordinator being Mr. Alain Belley.

Role of the representative of the regions
In particular, the representative of the regions must:
- see to it that the relevant information is conveyed to the population from time to time;
- maintain relations with regional stakeholders to find out their concerns and to obtain their proposals regarding wildlife, vacationing, mines, forests, good neighbour relations and economic development;
- make this information known to the Minister for Aboriginal Affairs and to the special negotiator for the Government of Québec;
- attend the meetings of the negotiating table and collaborate in the strategy established by the negotiator for Québec.
Role of the regional teams
Each regional team is made up of a regional delegate and a coordinator who are responsible for bringing together and listening to citizens who want to express themselves on various questions concerning the negotiations.
The regional delegate of each region will be able to accompany the representative of the regions at the negotiating table when necessary.
